Where to download it
The form is on the IRD's Public Forms page as IR 1121, Application for Holdover of Provisional Tax, a fillable PDF; the same row shows that it supports iAM Smart or e-Cert and lists taxctr1@ird.gov.hk as its e-mail address[2]. The version online when this page was checked is marked IR1121 (7/2024) at its foot and is printed for the year of assessment 2026/2027[1].
There is an online alternative for some taxpayers. If you hold an eTAX Individual Tax Portal account and your income is from employment, property or a sole proprietorship business, you can apply through the portal instead and receive an instant acknowledgement[3]. The online route is described only for those three kinds of income, so a limited company or a partnership applies in writing on the form[3].
Who qualifies
A holdover rests on one of the grounds set out in the Inland Revenue Ordinance. For provisional profits tax the usual one is that this year's assessable profits are, or are likely to be, less than 90% of last year's, or of the estimate the provisional tax was charged on, supported by properly signed draft accounts covering not less than 8 months[3]. The other profits tax grounds are a loss brought forward that was omitted or is incorrect, a business that has ceased or will cease during the year with lower profits, an election for personal assessment that is likely to reduce your tax, and an objection to last year's assessment[3]. The grounds in depth, with a worked example of the 90% test, are in how to apply to hold over provisional tax.
Field by field
The form runs in this order[1]:
- The top of the form: File No., Charge No. and Due Date, which you copy from your notice for payment, then the date, a postal address the IRD will use for future correspondence, and a day-time contact or mobile telephone number[1].
- Salaries Tax, items 1 to 11: a reduction in income, with the income received so far, the estimate for the rest of the year and the reason, and new allowances or deductions such as married person's allowance, dependants, home loan interest, domestic rents and tax deductible MPF voluntary contributions[1]. Leave this part blank if your application is only about a business.
- Property Tax: a box for a property that has been or will be sold, left vacant, self-occupied or let at a reduced rent, with the estimated rental income for the year and the location of the property[1].
- Profits Tax: tick the box, give the business registration number, state whether the business has ceased or will cease, with the date, or operated at reduced profits during the year, and enter the estimated profits for the year[1].
- Supplementary information: a free box for applying on any other ground or for explaining a late application[1].
- Signature and name of the applicant. The spouse signs only where a home loan interest or domestic rents item calls for it[1].
Note 1 on the form restates the test: except where the employment, business or property ownership ceased during the year, the estimated income, profits or rental income must be less than 90% of the amount previously assessed[1].
The deadline
The application must be lodged not later than 28 days before the due date for payment of the provisional tax, or 14 days after the date of issue of the notice for payment, whichever is later[3][4]. Where the tax is payable in two instalments and the first has been paid by its due date, you can still apply for all or part of the second instalment within the same time limit[3]. In the IRD's own example, a notice issued on 5 August 2026 with the first instalment due on 4 January 2027 must be answered by 7 December 2026 for that instalment[4].
What to attach
The Profits Tax part of the form asks for copies of certified accounts and the tax computation for the year[1]. For the falling profits ground, GovHK asks for supporting documents including properly signed draft accounts covering not less than 8 months[3]. Attach what your ground needs, with your workings for the whole year's estimate, so the assessor can see why the profits have fallen.
Sending it and what happens next
Sign the form and post it to the Commissioner of Inland Revenue, P.O. Box 28487, Concorde Road Post Office, Kowloon, Hong Kong, or fax it to 2519 6896; the IRD does not accept underpaid mail[3]. The enquiry hotline printed on the form is 187 8011[1]. An application made through the Individual Tax Portal receives an instant acknowledgement[3].
Any tax that is not held over stays payable on the dates in the notice. If the first instalment is not paid on time, the second becomes due at once, and the IRD's recovery action includes a 5% surcharge on the unpaid balance[5].
The holdover grounds and time limits are statutory, and the IRD and GovHK pages below govern if this summary ever differs from them.
